Our Statement of Purpose

A statement in regard to the range of the needs, of the young people for whom the children’s home is intended to provide care for.


Young people will be placed at GEMM Care for different reasons.

These could include:

Family and placement breakdown: including birth and adoption families, foster placements, and other residential placements. Young people with needs that result in behavioural and/or emotional difficulties that have made it very difficult, or they choose not, to live in a family setting at this time or young people who have suffered from abuse.

GEMM Care endeavours to support young people who present with complex needs and severe developmental traumas and difficulties. Young people can often get placed at a time in their lives when they have experienced significant harm in young people, additional traumas as well as a considerable number of placement failures. Their behaviour can often be too challenging for other services, and they can present with a high number of risks to themselves as well as others.

Four young people of either gender aged from 12 years old up to their 17 Th birthday on a medium to long-term basis. Although at GEMM Care children’s Home we have the capability of keeping young people beyond their 18 Th birthday under specific terms. There is the possibility for respite care if there are vacancies within the home at the time of enquiry. We will only consider taking a respite placement, where a thorough impact risk assessment has taken place and there is no anticipated risk to and from residents already placed in the home.

We offer placements to young people who are experiencing, or have a history of, disruptive attachment difficulties, previous offending behaviour, sexualised behaviour, and provide flexible and adaptable support packages for high quality, individual tailored care.

The service that GEMM Care will provide will also be aimed at young people with challenging behaviours which includes, (but is not necessarily confined to), those young people categorised with; emotional and behavioural difficulties (EBD), attention deficit hyperactivity disorder (ADHD), young people with mild learning difficulties, and those within the autistic spectrum (including aspergers syndrome). Young people placed with us will be able to continue to develop into adult life there will be an opportunity for young people to transition on to our semi-independent provision, which is situated close by. This means that young people will receive some continuity in their care, and maintain relationships with the staff team. Beyond the point of their discharge from the home our aim is to help young people to achieve outcomes equal to their peers who are not looked after young people.

We at GEMM Care are committed to creating environments where young people can have their care, emotional, educational and treatment needs met by informed and experienced members of staff. 

At GEMM Care our work is grounded in psychodynamic principles.

We strongly believe that a young person’s difficulties are rooted predominantly in their past interaction, and that healing can happen through the building of new and safe relationships, and also by building an environment where the hurt and damage of a young person’s past can start to be addressed. The home does not provide a therapist on site or within the team.  This resource can always be ‘brokered’ as appropriate in partnership and agreement with the placing authority.

Staffs at GEMM Care believe that the establishment and maintenance of a cosy, safe and nurturing home environment is, in itself, of great significant therapeutic value. By conducting effective care plans and reviews whilst promoting partnership with local authorities and those with parental responsibility. Placement Plans are reviewed weekly, where applicable, as part of our on-going monitoring system. All new placements will be assessed using a proforma that will identify behaviours and concerns, and match these with the young people already in placement.

At GEMM Care staff recognise that many of the young people that we will care for will have experienced elements of attachment disorder and multiple rejections,

At GEMM Care we recognise and understand the lifelong effects of such and will endeavour to support and encourage the young people to develop and maintain all relationships relative to their development where possible. we understand that for any young person, not being able to live at home with their family can be one of the most traumatic periods of their lives, therefore GEMM Care aim to secure a safe nurturing environment, which is as homely as possible. At GEMM Care we will create a home where young people can develop their independence and experience, and have their needs addressed in a positive and progressive manner whilst living within a framework of clear boundaries.


Details of the Children’s Home ethos, and philosophy of care, along with the outcomes that the Children’s Home seeks to achieve and its approach to achieving them.

GEMM Care has been established to offer young people a fresh start. We aim to offer a home where young person can grow, develop, and mature into a responsible, respectful, and caring individual.  We seek to enable solutions to problems by dealing with the emotional voids frequently displayed by young people who have had no previous opportunity to integrate with an ordinary family setting. GEMM Care provides therapeutic placements for up to 4 young people of either gender aged between 12 or 17 years. We have the capability of keeping young people beyond their 18th birthday under specific terms.  There is the possibility for respite care if there are vacancies within the home at the time of enquiry. GEMM Care will meet the requirements of the Quality Standards 2015 and the Children Homes Regulations 2001 (amended 2015). In recognition that some of the young people that may come with very complex needs.

We will deliver nurturing care to Young People and support them to make positive progress in line with their care plans. Our services ethos is to provide a safe, valuing environment for young people where they can develop skills and abilities to successfully move back to their family or into adult life.

At GEMM Care we understand that several of the negative behaviours that are displayed by young people are a reaction to the dysfunction in their home, school, and communities. Frequently, when young people are faced with such difficulties, they do not have the coping mechanisms to deal with these difficult situations. This can lead them to running away, self harming, getting involved in anti-social behaviour and increasing their vulnerability GEMM Care children’s Home is, committed to providing high quality residential care to young people who, due to circumstances in their young lives, require accommodation and the support of a trained staff team to address and deal with issues that make them vulnerable. 

Our approach to young people care is one of nurturing and centres on healthy emotional and social development. 

We will endeavour to employ staff who are skilled and experienced and then train them to our deliver a high level of care. We only employ staff members who are flexible, responsive, and innovative in meeting the needs of young people who can be challenging and need a holistic and multi-agency approach to their care.

Every young person deserves to feel valued and to live in a safe, structured, and caring environment. Every young person should receive the best quality care from a skilled and committed care team and be protected from abuse and neglect.

 The spirit and intent of our approach is the recognition that we are important influences on the lives of young people placed with us. We recognise that the most important tools we must help young people to grow and develop, are ourselves. Our ability to relate to our young people in an open, sensitive, caring, and consistent manner is the most important contribution we can make.  To maximise the potential for positive outcomes, our staff will be trained in Reflective Therapeutic Intervention.

The philosophy underpinning our Reflective Therapeutic Intervention approach is to provide all staff with the skills and knowledge to become the conduit through which young people can develop new responses to their environment, therefore enabling them to achieve a higher level of social and emotional maturity.
